Speculations Why is Loki's bounty a "special" one?

Loki's bounty was introduced in this chapter, yet there something unusual in his infobox :

I've checked a bit and while I could have it missed something, it seems that a character bounty when introduced has always been simply "bounty" (懸賞金), nothing else, the value doesn't matter.

Loki's bounty is the only one to be introduced as 世界政府特別懸賞金 "World governement (世界政府) special bounty (特別懸賞金)".

I heard some opinions that it is because Loki isn't a pirate, but I don't think it is so simple. Robin's bounty before being a pirate was never called special I think?
Bounties are for criminal that oppose the WG or marine in a way, I don't think being a pirate in itself is important.

So maybe that would imply Loki never opposed the WG but still got a bounty on his head for x reason?

Oda has just invented another way to troll people, now we don't have only bounty on pirates and now marines but also "special" bounties too. And aside from inventing a new category of bounty by labeling it as "special" we really don't know what adjective that special can be translated in.

Might be coz of his DF.
When the Gorosei saw Dorry & Broggy fighting alongside Luffy, they expressed nostalgia in the form of disdain at the sight of the Giants fighting alongside Nika so chances are that Elbaph's legendary DF has strong ties to Nika. In which case just like the Nika Fruit making a reappearance signals the second coming of Joyboy, could be that there's lore about the coming of Raganarok when the legendary DF on Elbaph is consumed. So even though Loki hasn't necessarily gone against the WG yet, he might have been given that "special" bounty simply bcoz of how dangerous his existence is to the WG

I think it’s because his bounty isn’t dead or alive, rather just Dead.

The world government captured multiple giant pirates before; however, due to fear of retribution from the country of Elbaf, they released the prisoners.

Good reasoning though I think it's the opposite, only alive because they desire his fruit
