If Oda wanted us to think he was a solid top tier Loki would have more than 3B. The only real outlier to this rule is Wano Teach but I also think Teach would lose to basically any top tier at that point.

I don't bounty scale without context, Loki having a "special bounty" (something unique in the series) make it difficult to compare it with others in all honesty.
