Painter looks like a very forced translation from Viz.
The Japanese word is ベインター, which could also be translated as Bainter.
Bainter is a construction company that makes hydraulic stuff to lift weight, so I guess Elbaf has a weight -lifting technology that is powered by these sunstones.
in context i think it's some kind of leftover ancient kingdom technology. solar powered levitation platforms or something.

- Momonosuke rules the Land Kingdom because the inhabitants of Zou are all Minks and they share a special relationship. Zunisha listens to Momonosuke because he inherited an ability to speak with Land Kings. Zunisha is a Land King.
2. Sea Kingdom
- Shirahoshi rules the Sea Kingdom. The Sea Kings listen to her because she is a reincarnation of Poseidon.
3. Sky Kingdom
- Vivi rules the Sky Kingdom. No Sky Kings have listened to her yet because Alabasta was "cursed" as an Ancient King performed a grievous act and the power to command them became dormant. (Nefertari Lili)
