Can Zoro and Mihawk Counter Devil Fruits?
It should stand to reason that Zoro and Mihawk can counter Devil Fruit abilities, but the reality is they've never shown they can do it. There are several things to discuss concerning this including what type of Haki is necessary to overcome a Devil Fruit ability, the degree of power necessary to resist them before they take affect, and what it means if they encounter someone who possesses an ability whether it's an ability of their crew or an ability of an emperor themselves.

To begin with, let's discuss if they can turn themselves back from being changed into a woman. This encourages interesting thoughts like what would Mihawk look like as a woman in a bikini πŸ‘™

We can discuss things like Law being unable to teleport Kaido or Big Mom, Emperor crews like Blackbeard's using various Devil Fruit effects to their advantage, and if this becomes an obstacle for people who strictly avoid using Devil Fruits despite not having the ability to overcome them.

To effect anyone with your DF you must first make Contact, Greatest Swordsmen aren't gonna let you do that,
It's like saying can Mihawk counter an Injury, He ain't a Pheonix but good luck inflicting one

In Mihawk's case, the best reasoning I can come up with for him to counter a Devil Fruit ability is that he is considerably stronger than other individuals. That is the basis for how Kaido and Big Mom made it impossible to teleport them with Law's ability. However, that reasoning also leans into other arguments about a sufficient level of Conqueror's Haki being the crux of it. Concerning Zoro, I would question whether he could turn himself back into a man if he had his gender swapped by Doc Q.

You're not asking about a "Counter",
You're asking about a "Remedy"

Counter means to oppose something, if Kaidou shoots Flames, Zoro counters by Cutting those Flames, that's a Counter Move,
But what you're discussing here is how to reverse something bad that's already happened to you

Master Swordsmen counter DFs the same way Mihawk countered that Bullet when He was introduced, by not letting it touch him,
They won't just let themselves get Hit & then try to find a way to reverse that Harm, sometimes it works, sometimes it doesn't

Teleporting someone means you're also teleporting their Haki, that's why Law can't do it with Stronger Opponents, but spreading diseases into their Bodies or turning them into a Toy or slowing them or changing their Age ... etc doesn't require such Feat, so you can do it with anyone regardless of how much Stronger they are than you

Sometimes the harm isn't Decisive, so you can still make up for the mistake of letting them effect you (Such as Law vs Doc Q), but other times there is no going back, it's Game Over

If DF requires Target's Haki to be Effected, then it matters if They are Stronger than you or not
But if it can only effect the Body alone, then it can work on anyone, and whether it's Reversable or not depends on that Type of Harm

Greatest Fighters completely avoid getting in such Situations in first place,
Getting Petrified by Hancock or receiving a Bullet in the Head are the same, you don't want either to happen to you

These are just some of the abilities that can dynamically affect a person's ability to fight.

Nevermind if it would happen to them, I'm asking if they would "counter" if it did. It's a matter of yes or no. Looking for an alternative answer only implies you think if it did happen then they couldn't do it.

I tried to give an Answer that applies to all DFs

If you don't care about that & only care about the Single Doc Q Example, then sure,
Answer is Yes, They can do what Law did

I was focusing a bit on that one specific situation. I admit. I'll try to be clear in my posts. I realize that by just saying a general counter means the discussion is open to any form of counter. Here, though, I am focusing on specific mechanics such as what happens if they are affected by something.

The qualifying discussion about whether they'd allow themselves to be affected by something is sort of secondary to that, but it is also part of the discussion, so I appreciate that as well.

I agree that Mihawk wouldn't allow many people if any to affect him with something, but this is also in the context of combat among top tiers and their assets which include their crews. There are a range of possibilities concerning fight dynamics.

A strong portion of Haki can break/deny/protect you from a Devilfruit. Law is not even half as talented as Zoro in Haki who was ACoC and Zoros Teacher obviously with the Title of the strongest will have it even at a higher lvl. Law got turned into a Women and broke the Df ability with Haki the funny thing is Doc Q wont even be able to turn Mihawk and Zoro into a Women cause their Haki is that much more overwhelming and Present :PepeThink:

Logically, the ultimate Hakiman that is Mihawk is capable of the same.
Zoro who will surpass even him should also be able to do it if he already cant.

However, narratively, I don't think Oda will do a fight between a hakiman and a DF merchant.
It would be way too easy and too much of a handicap.
And swordsmen are already capable of cutting everything so it ends up the same.

All Haki applications uses 1 Haki Pool... The applications of uses does not mean the general Haki is weak/strong.

Luffy has abnormal Haki dormant in him. How he uses haki is determined in his skill and affinity of each usage.

Its how he was able to match Kaido's Haki in their 1v1 in a short amount of time. Luffy already have that much. And in learning how to use it. It became easy for him to transition from (clumsy AdvCoC usage) to (Sky Splitting evenly with Kaido).

So What did Law do? he just unleashed Haki in general to negate the affect on him.

Fr. Sometimes i think those People dont read shit. Laws Haki is not even on the same lvl as Zoros and he managed to break Doc Qs Df... so logically Zoros CoC Haki wont only break it but it will prevent Doc Q from even turning him into a Girl.

I seriously doubt Oda would straight up disrespect DF merchants to the extent of DFs literally not being able to manifest the entire fight against Hakimen and it is already pointed out that a lot of haki needs to be used to do that so it is very likely that cancellation of DFs is not permanent but an active charge that cannot be spammed due to haki being finite resource.

However, even if Zoro and Mihawk don't flex harder than Shanks/Joyboy and the DF nullification lasts only, lets say 5 seconds, that is already more than enough to significantly drop the difficulty of the fight.
If DF merchants get their abilities cancelled in the crucial moment, it can literally mean the end of the fight.
