Actually One Piece volume sales have been going down quite a lot in Japan, from 3m at its peak to a bit above 1m. It's still massive of course but it's not behemot it used to be there
It did get more popular in the west though

It seems like the peoples who used to bring the backlogs are now the one who are buying the new volumes while the people who were up to date stopped reading
