I see, I don't really like that word in this context. I prefer it "negate".
As long as the demand for help is legitimate and do not come from a negative perception, there is no problem with that.
But in some cases, for ex with people on the far right or with Incels, the demand for help come from a place of fear, a lack of understanding of certain problems and a lot of hate. In those case, it is legitimate to refuse to accept to help and in some, to be disrespectfull as well of their opinions.
