1. He’s missing the wheel in his head
2. The guy seems to be on good terms with shanks and potentially crocus if it’s the same guy
3. Elbaf almost allied with big mom between 10-6 years ago. Since Lola is currently 26 and shanks seemingly made it his 6 years ago. So it wouldn’t be shikis territory

Seems like it is indeed Shiki.
So the story goes on with Rocks members, it make sense, given how Rocks top members been build up:
Xebec(The Strongest one)>Whitebeard(Firstmate)>Shiki(Rival of Whitebeard)>Linlin(3rd strongest commander)>Kaido(4rd strongest commander).

We saw Kaido and Big Mom story, learn little about Xebec and the Rocks>Shiki story will reveal Xebec and how he looked like and maybe bit more info>Whitebeard&Xebec are connected to Blackbeard who is the new version of these two>We will see full flashback and learn about Xebec and also the story behind God Valley.

Any new reveal show a puzzle to Xebec and God valley.
Xebec had 4 commanders:
Whitebeard,Shiki,Big Mom and Kaido
And 5 veterans:
John,Gloriosa,Stussy,Ochaku,Silver Axe

Crazy how his veterans are probably worth 1B+ too and are yonkou commander levels while his top 4 are guys around low to high top tiers lol, indeed the strongest Pirate crew, no wonder why Roger needed Garps help..

It could also be Gaban but I'm okay with either of them
Anything else will be Oda trolling us
