I wanted to disagree but you make compelling arguments...

While he did beat both Law and Luffy, it is Law and Luffy, nothing to brag about.
Doffy is powerful on paper but in reality, his feats are severely lacking.
Can you imagine Doflamingo fighting a war against Beast Pirates? Neither can I. Moriah did it.
Can you imagine Doflamingo facing Big Mom's Life or Slave and showing no fear whatsoever? Neither can I. Jinbe did it.
Can you imagine Blackbeard being scarred of letting Doflamingo go because of his powers? Neither can I. Boa did it.
Can you imagine Doflamingo eating a fruit that shares portrayal with Kaido's Azure Dragon? Neither can I. Kuma did it.
Can you imagine Mihawk accepting Doffy as an equal partner in Cross Guild? Neither can I. Crocodile did it.
Can you imagine Doflamingo's haki being strongest in the world and forging #1 weapon? Neither can I. Mihawk did it.

Kat is only underrated in ZoroGen forums, rest of social media he’s rated pretty highly. He’s heavily downplayed here cuz he was Goofy’s YC1 opponent and runs against his peer King who was Zoro’s YC1 opponent

If Doflamingo was not a Celestial Dragon and did not have inside knowledge that elevated his overall importance he would never have been offered a warlord position. That he had to gang up on Moria at his weakest, post Jinbei fighting him AND after not even being fully recovered from Thriller Bark with Pacifista?

And to be REAL for a sec? Even Hanafuda is a MAYBE. Because if he was an actual character instead of a background Ace hype-tool Oda revealed in an SBS?
I have zero doubt he would be above Doffy too!
Let him reach katakuri first then we can talk about surpassing him
From the originals, I'd say it depends on the time of the story, match-up or even the environment :
For Mihawk, it's a given he is superior, as a top tier comparable if not superior to Shanks
Prime Kuma vs Doffy is debatable, they had comparable portrayal, but with Kuma's hax, haki and bucaneer physical hype, he had more chances to be stronger, at least before he became mindless
Moria always had lower portrayal, but that's because his will got crushed by Kaido, so it doesn't tell much on how they compare in their respective prime or even current Moria depending on if he got his fighting spirit back
Crocodile had terrible portrayal in Alabasta, but Oda kept buffing his portrayal from Marineford to now with him having the second highest known bounty from the original warlords and although bounty doesn't mean much, he is also portrayed as one of the 2 top fighters in Buggy's yonko crew, so currently compared to Doffy, i'd say he has the edge in portrayal, but who knows
Jinbei has lower portrayal on land, but it's debatable if we're talking about a Jinbe with water nearby, although I'd still give the edge to Doffy, and he obviously loses in case of underwater battle
As for Hancock, outside of the subtle comparison in their royality status that Aokiji came up with, I'd say it has always been unclear, but from portrayal overall, it's debatable with Doffy being more well-rounded, while Hancock is more hax, maybe with Doffy having the slight edge
