Vasco and Devon aren't even close to the CDs in atrocities and Garp still protects their regime even if he copes by not taking direct orders.

There's also clearly some beneficial goal at the end of Kuzan's plot.
They definitely are close to the CDs lol. They kill a lot, rape a lot, pillage a lot, enslave a lot.
They're true pirates. And they're evil as fuck due to that.
 
I will say one of my favorite things about the Marineford Admirals is that their justice is just a natural evolution of the golden trio based on who seemed to have trained them:

1. Garp and Kuzan:
Kuzans abandonment of the marines is how someone who truly follows “My Justice” would do as I mentioned earlier. Kuzan refused to limit his own sense of justice to work for an organization he could no longer find a way to agree with.

2. Tsuru and Sakazuki
Sakazukis absolute justice is just an extreme version of Tsurus cleansing justice whereas Tsuru believes that evil can be cleansed from individuals and rehabilitated, Sakazukis absolute justice believes in the cleansing of evil by completely eliminating anyone he sees as evil.

3. Kizaru and Sengoku
Kizarus unclear justice and “cog in a machine” ideology is clearly an extreme version of Sengokus reigning justice. Where Sengokus justice relies on maintaining the status quo where the world government reigns as justice despite his personal opinions, Kizarus unclear justice completely eliminates his personal opinions where he doesn’t even know what is justice anymore and just follows orders.

I'm sorry, but Kizaru is just boring as a character. I liked his introduction on Sabaody - he felt very competent (unlike Kuzan who let strawhats leave), but he is also stubborn and kinda weird; overall = cool. But he just doesn't get any follow-through as a character. What does he want? Why did he join the Marines? His dream? Maybe he wants luxury life, thats why? Who knows.
The only clear thing about Kizaru that we 4sure know — "I'm just cog in machine". Really? Thats all???
But with the other Admirals, everything is quite clear and understandable (even with Greenbull, even tho it was very primitive)

His Egghead plotline with Vega and Kuma feels very forced and probably retconned btw.
 
There’s honestly something worse about a sanctimonious bystander. At least we know the marines will get their comeuppance, but for Garp Oda tries to push that he was a good man when he really isn’t which makes it seem like he won’t ever get what’s coming to him.
hes literally going to get killed by pirates after being abandoned by the government lol
