An Admiral only have to listen to them and the other higher ups and usually even with that they don’t give orders like that , but he doesn’t have to do whatever they say

Let's say that I agree: since that was a double spread of the most important character for the OP race, that Koby dreams to be an admiral and said again he was going against Luffy, having him weak would be kind of useless, but ok.

No amount of training will result in haki blooms you get during battles.
