Though I feel like Loki still has potential. Maybe he will awaken his fruit. After all, he makes destroying the world his identity, so his mind and body might sync with his fruit, which will also be some destroyer fruit (maybe Fenrir).

Question is where you would place among Kaido/Big Mom.

How strong do you think “Shanks” will be?

The look-alike? I'd say definitely below Shanks. Maybe in the low top tier range. Shanks' portrayal so far is outstanding since pre TS, while this look-alike is just some holy knight soldier sharing rank with 8 others below Garling as a former commander. He won't scale up to Shanks (though who knows what route Oda will take, so nothing is impossible).

He did not give it up, Goofy just ate it randomly.
Although, this would probably justify why he gave up his arm to save Goofy, so yhe fruit is not lost again, that's the bet he took on the future.

I guess Loki could push them to high diff? Maybe around base Kaido level? Hard to tell.

And yes, I think it should be possible. Kaku also awakened his newly acquired DF during the TS, so in a short period of time. And Loki has innately very high potential imo, and his fruit might suit him well. He might get some Haki bloom too.

I'm curious to assess Loki's strength, Luffy even though he saw and heard everything he still thinks he can beat Loki up, he remains fearless even after feeling how strong he is... So I also put Loki below any emperor.
