The WG wants to make Woki a Holy Knight after they made Crydo a labrat

The most plausible reason why the WG want Loki to be a HK and become a CD is because he is already a royal, the crown prince of Elbaf, and next king now that Harald is gone.

Their plan is make him king of Elbaf, and also join them nd make Elbaf part of the WG.

They did not offer anything to the others because all of them are non-royal "insects" and Shanks is a lost cause like Doflamingo.
