Shamrock was created to avoid Luffy vs Shanks fight.
You still think Loki will fight Luffy ? Loki is not going to be free until the end that has been main theme of this arc .
Loki will obviously join Luffy to take down HK but with him being imprisoned Shamrock will bring in rest of HK to give SH good fight .

Oda has to make sure that Zoro continues to get opponents that use swords from here on out. King had one, he had the clash with Nusjuro.. he's got to let Zoro take Shamrock. I feel Luffy will be fighting Loki or someone else will come to Elbaf to take him on. One of the female strawhats will fight Gunko
