In East Blue, We got:

Shanks was Introduced Chapter 1
Mihawk was Introduced Chapter 50
Dragon was Introduced Chapter 100

Similarly, We also got:

In Chapter 234, We got Introduced to WB & Sengoku
And if you Reverse that, in Chapter 432 We got Garp's Introduction
Finally, Rayleigh was Introduced Chapter 500

I feel like if Oda wanted to Introduce another Living Legendary Top Tier who is related to Roger, it needs to fit the Pattern,
This guy is related to Crocus (Cover Page), Wano (Clothes), Elbaph (Location), so it could be anyone really,
(Crocus only journeyed with Roger for few Years, He still more known as Lighthouse Keeper, He made tons of Friends, not just Roger Pirates)

That's not enough. Either Rocks or the marines would have reached it before Roger.

That still doesn't imply that it's a rodger pirate lol. It implies that the person may have a past with the rodger pirates (whether that's a nakama, an ally or a former enemy that respected them).

Yes the panel with Rayleigh was somewhat of an "official" panel. Oda has gone out of his way to show off that he isn't just a cool looking background character.

Not really, we know the person is friendly with Crocus, Shiki wasn’t

We know the person is a friend of shanks, Shiki wasn’t

It is now being heavily implied that this person is a Roger pirate, shiki wasn’t

btw the hair coloring is non canon. The official coloring just assumes until Oda gives his canon coloring. Ex is JuPeter who has been blond until Oda revealed his canon hair color

But has gotten it CORRECT most of the time. So it being wrong is the exception while it being correct most of the time is the norm. I tend to rely on the norm
