It’s because these two were strong enough for the title. That’s why Oda separated them from Kizaru.
Narratively Oda said these two were worthy to be fleet admiral. Oda could’ve easily added a line about Kizaru refusing the promotion, but instead were led to conclude he was never even asked. Which means Oda decided Kizaru wasn’t on their level.

Kizaru is as capable and strong as Akainu and Kuzan, in fact Kizaru had the same epithet as Akainu when he joined the Navy:

If you're a normal tax payer in OP, you would want Kizaru to be fleet admiral since he just does his job, and doesn't play Dorry and Broggy on your payroll. Also, Kizaru had much better career, just compare Akainu and Kuzans fuck up on Ohara to Kizaru playing a role in taking down Fisher tiger and detaining Arlong

Why would they offer something to someone with no intention of taking on a leadership role? It's the same case with Mihawk, he wasn't interested in the position of Yonko, yet he could attain it if he wanted to.
Every Admiral possesses the abilities and power to attain the Fleet Admiral position. In fact, Sengoku being the FA while Prime Garp wasn’t suggests that the Fleet Admiral position doesn’t always revolve solely around power and individual strength.
And no way we are comparing Tsuru with Kizaru right now.
