I'm not sure the DF's are even issued by the government, because Kizaru was very very young when he got the Pika Pika.

He might not even be a VA at this age, so I doubt the government would invest a Top Tier logia like this in my opinion.

But for a serious answer, Kizarus mission was simply to kill Vegapunk, and he could have done that with or without awakening, meanwhile Saturn was focused on other things on Egghead and didn't have time to think much about Kizaru
