If you're a normal tax payer in OP, you would want Kizaru to be fleet admiral since he just does his job, and doesn't play Dorry and Broggy on your payroll. Also, Kizaru had much better career, just compare Akainu and Kuzans fuck up on Ohara to Kizaru playing a role in taking down Fisher tiger and detaining Arlong
Kuzan didn’t even want the promotion. The manga was clear that Akainu had 99% of the support. Literally Aokiji was only considered because Sengoku liked his philosophy on Justice. That has absolutely nothing to do with power level at all.

Why would they offer something to someone with no intention of taking on a leadership role? It's the same case with Mihawk, he wasn't interested in the position of Yonko, yet he could attain it if he wanted to.

Don't bother with him. That guy is legit on a spectrum if he can't get something as simple as Akainu > Kizaru > Kuzan hierarchy.
