Because raw strength is just one of many aspects of combat.
Being good at raw strength doesn't equal being strong.

At least not when facing Sanji who can counter that through other means.
Burgess will be impressive against someone who is a less all-rounded fighter than Sanji.

Admirals wont be fighting Strawhats, the Imu reflection in Aokiji glasses and him being placed on that double spread plus history with Garp/Coby suggest that he wont be a BBPs villain imo. Sanji might defeat a Gorosei like he beat that fat priest in Skypiea. Other than that his BBPs matchup might be his final villain too (if BB is FV). Lafitte does have that Bonclay and Queen thing so it might be him.

He can move a mountain effortless. And he doesnt need to use haki to do that

Burgess Resembles Franky. Cyborg and also wrestler motif.
Franky fights are also brawls like punching match vs Fukurou or Suplex match vs Mr.Pink.

I mentioned it before, Final Villains gonna mirror Thriller Bark Villains,

Zoro's Final Opponent is Strongest among FV's Army & that's Mihawk, just like Zombie Ryuma, (Not counting Oars who was Co-Main Villain)
Usopp's Final Opponent is Most Powerful Hax Female, (Basically Perona, Miss Golden Week, Baccarat, Sugar but can One-Shot Top Tiers too)
Sanji's Final Opponent is Right-Hand Man of Final Villain, who is weaker than Mihawk but more Dangerous, similar to Absalom,

So far, if FV is who i think it is, then i believe his Right-Hand Man is Vander Decken The First, OG Captain of Flying Dutchmen,
That's who i believe is worthy of Hyping EOS Sanji,

I don't see a world where Sanji fights an admiral and Gorosei. Sanji has few 1v1s and these two options will only be defeated at the end of the story in very close arcs. Since Akainu and his subordinates have no chance of being the final villains, I would bet on a Gorosei or a random Knight.

I don't even consider Blackbeard's crew since they are just a group of fodders, soon they will be defeated, maybe Oda won't even waste much time with their fights.

The thing is that, Lafitte, an Admiral or an Gorosei are not strong enough for Sanji to be PK level. I said this before and I will say it again, Sanji's final opponent is his very first opponent in the series. Baratie foreshadows both Zoro's and Sanji's final match-ups.



Sanji still has an unconcluded fight with Gin. PK level Sanji will fight a post gains PK level Gin, mark my words.
