Honestly I don't think so. While both zoro and sanji and others can/will participate against imu , luffy will still be mainly responsible for beating him. He has god tier fruit on top of having top tier haki at eos.
I see eos luffy as god tier character where as both zoro and sanji can be above PK level at max. Imu most likely >>> Gorosei who will be their matchups.
We've seen the "Zoro can't catch up" way too many times at this point, only for it to repeatedly fail each time.
Ryuma is already above Roger, and got similar narratives to Joyboy.
- only two characters (so far) revered as a God centuries after their demise
- two characters who gave world govt PTSD lasting for centuries
- Kaido (who didn't know about Ryuma but knew of Joyboy's legend) thought only Joyboy can defeat him. Wano citizens (who didn't know of Joyboy but knew of Ryuma's legend) though Ryuma could defeat Kaido, and when they heard of "Joyboy" defeating Kaido thought he's as legendary as Ryuma

Zoro even has the ancient gen parallel going on for him; he doesn't cap at Rayleigh just like how Luffy doesn't cap at Roger.
Sanji doesn't have an ancient gen parallel similar to Luffy and Zoro (yet), but he doesn't need it. Monster trio portrayal carries him.
This chapter is basically spelling it out that Luffy, Zoro and Sanji are going to be close in end of series.
EoS Zoro putting at least high diff to EoS Luffy, and EoS Sanji putting at least high diff to end of series Zoro.
