We've seen the "Zoro can't catch up" way too many times at this point, only for it to repeatedly fail each time.
Ryuma is already above Roger, and got similar narratives to Joyboy.
- only two characters (so far) revered as a God centuries after their demise
- two characters who gave world govt PTSD lasting for centuries
- Kaido (who didn't know about Ryuma but knew of Joyboy's legend) thought only Joyboy can defeat him. Wano citizens (who didn't know of Joyboy but knew of Ryuma's legend) though Ryuma could defeat Kaido, and when they heard of "Joyboy" defeating Kaido thought he's as legendary as Ryuma
- Ryuma was WSM in his days
Zoro even has the ancient gen parallel going on for him; he doesn't cap at Rayleigh just like how Luffy doesn't cap at Roger.
Sanji doesn't have an ancient gen parallel similar to Luffy and Zoro (yet), but he doesn't need it. Monster trio portrayal carries him.
This chapter is basically spelling it out that Luffy, Zoro and Sanji are going to be close in end of series.
EoS Zoro putting at least high diff to EoS Luffy, and EoS Sanji putting at least high diff to end of series Zoro.

I don't view ryuma as someone special. Kaido alone was a deterrent to the WG. Even after Kaido's defeat , WG for some reason didn't want to take over wano.
There is a limit to how much powerful a character can get without DF and purely by Haki. Luffy's haki will be maxed out on top of having a god like DF.
As for ryuma I have him on roger level if not a bit higher max. God tiers like imu/joyboy probably can low diff roger.

Why not, when Oda basically compared Joyboy and Ryuma through Wano citizens, and pretty much spelt out that Ryuma could defeat Kaido (strongest mid gen character)?

I don't think check-list logic necessarily works.
Prime Roger was comparable to prime Whitebeard in power, even though prime WB has top 3 DFs (which he probably awakened) along with haki comparable to Roger.
Overall combat stats matter.
Not to mention, Zoro isn't just "base Zoro". Zoro has his own special stuff going on for him, like Asura. Asura is a 3x multiplier to most combat stats. With his additional modes like KoH that Luffy doesn't have access to as well.
Look at Luffy and Zoro even currently.
Zoro has haki on or below Luffy at the moment. Yet, base Luffy vs Zoro isn't even up for debate; heck even most of the fanbase aside from Zoro haters are of consensus that Luffy needs at least G4 to defeat Zoro.
This is what I mean by saying overall combat stats matter. It's not as simple as haki + DF > haki alone.
Additionally, there is seemingly even something else going on with very high level conqueror's haki being able to negate devil fruit powers all together. Let's see how that plays out in the future.

People of wano didn't mean OG joyboy. They were comparing luffy to ryuma and luffy's accomplishment to ryuma. Luffy was called as a joyboy by them.
