All I’m saying is, this chapter don’t prove it.
If Roger’s the peak high top tier, Ray’s a comfortable mid top tier, Gaban’s a comfortable low top tier, and the next best thing is like YC1 Seagull, this chapter still makes sense.
CoO is a given, what I'm curious about is how he moves and fights to justify the hype. He's a gotta be a dexterous mfer to use twin axes and he's already thrown one of them once. It'd be cool if the axes could teleport him.
Above all, I'm hoping he has Buccaneer blood and knows of their "crime" and the nature of whatever power they possess. I think all of it ties to the Void Century.
It might tell us something about Blackbeard, who I think a lot of people suspect is a Buccaneer.

We have 8 years where Loki's activity is unaccounted for. He killed (for now) his father 14 years ago and Shanks returned him to Elbaf 6 years ago. Unless I missed a panel we know nothing about that period excpet that the giants did not accept him as the king.

Elbaf does not belong to the Government, whatever crimes happen in the Elbaf royalty within the borders of the country itself is up for Elbaf and its friends like Shanks to solve, that’s why Shanks had to stop Loki. The government saw the incident and the damage it did, which is why they issued a special bounty for Loki. When Loki rampaged he caused enough damage that the government couldn’t turn a blind eye on
