Sanji should have CoC for a bunch of reasons - not the least of which its associated with royalty - but I don't think he needs it.
It's a nice-to-have.
I actually hate this idea as much as the concept of people being born with CoC.
Admirals may have their own opinions, but they're the attack dogs of a corrupt, fascist institution under a corrupt, fascist government.
They represent the opposite of freedom. They are assets of oppression. It does not work for me thematically that any of them would have CoC.
Conquerors should be the masters of their own fates. They should be the type of unreasonable people that live on their own terms and create their own gravity, for better or worse, good or ill.
I don't even like the fact Garp and Sengoku have it, but I can see different arguments as to why they should.
I think the thing I dislike the most about CoC is how much it seems to overshadow the other two abilities. I can't think of a more boring topic than advanced CoC.
