Isn't Admirals being equivalent or greater comparatively to the Yonko in caliber be a loophole given if that was the case Admirals would have taken over the pirate world already knowing that they have handful Admiral candidates on 3 solid admirals + their chief.

That wouldn't make sense narratively...because Marineford war exists..
My take on the "balance"

The balance that existed pre timeskip is:
- yonkos keep each other in check, because of their selfish nature preventing each other from working together
- presence of 4 yonkos keeping marines in check. They can't invade and take out a single Yonko, because that would force all the Yonko to team up for self preservation - something marines don't want.
- marines (with shichibukai) remaining the strongest force in the world balanced against collective might of 4 Yonkos.

I made a more detailed explanation here:

Why would he join Blackbeard? Just don’t see how that would play out

Dunno if he’d want to bum it out with Shanks either. Especially since his whole goal is essentially to do nothing and Shanks is about to join the battle for the One Piece
He's still stuck in the battle after Buggy's announcement and he was publicly known as a Cross Guild figurehead. Him joining Blackbeard could've been done on unofficial terms, like "don't publicly associate yourself with me and keep my existence here a secret, but if you need me to kill someone let me know and I'll do it quickly. Otherwise do not call upon me for anything else."

Same with Shanks, except Shanks would just let him chill out on their ship or one of their islands. Mihawk would then pop up if the Straw Hats challenge either group for the inevitable EoS final battle. Cross Guild is just a lame duck with a cool "bounties on the government" concept.

Come on lol, CG has had like 2 appearances and they're already somewhat unique

Yeah, they are unique in their approach, but the group just doesn't strike me as serious contenders yet imo. And aside from Mihawk, they have no one interesting in their ranks yet either. I like Crocodile, really I do, but he will never strike me as impressive, no matter how hard LOda tries to retcon him into a top tier. Blackbeard or Shanks strike me as the EoS opponents, so Mihawk being among them would've made more sense to me, and I really hope Imu isn't the endboss because I quite frankly hate this Void Century bs.

They are unique because that's just oda trying to make warlords relevant again after he messed up by making few go down too early and by sideling others entirely.
LOda really screwed the pooch in that regard. With the Seraphim around though, that just makes the warlords even more irrelevant, especially since they're likely going to be infinitely more powerful once they get older.
