Ugh yes he can. Luffy never tried a high impact move like Leo Bazooka or King Kong Gun.

Kong Organ = Low Impact, High Volume. Oda knew exactly what he was doing. He's only used KKG once in the entire series, and Luffy was training it with Hyogoro with the new Haki.
