I'm obviously saying Kinemon was established well below the likes of Vergo and Pica. And Jack said the F6 are no match for Scabbards, he didn't discriminate. Kinemon being the leader was obviously included in that statement.
This is why I am no longer entertaining any Vergo vs F6 discussions. He has insane feats and portrayal. Falling to Law's hax when cocky does not put any cap on him.

Kinemon was ready to slice Jack up. The Dukes only stopped him because they had a score to settle with him.
We also know that even Kanjuro, once getting serious, was quite a threat. Able to destroy a fleet with ink shaped into needles raining down, creating flaming Yokai that burn everything down and creating Oden clones that stab Ashura to death. We know Ashura could go toe to toe with Jack after blitzing him, Denjuro could easily stall Nitoryu Zoro, the Dukes even in base come close to a commander, let alone in Sulong form.
But somehow their leader is the only one that is supposed to be fodder. People just have cognitive dissonance. It is as you said; the participants of Punk Hazard (Vergo, Smoker, Law) were just that strong, that Kinemon looked weak. It's not that Kinemon was actually weak.

People simply can't admit when they're wrong, Kinemon's performance in Wano proved me wrong, which means I had to reassess how strong the Punk Hazard and Dressrosa characters who made Kinemon look like a small fry were. Kinemon isn't weak, those dudes were just top billing.
And looking back at Vergo's feats and portrayal, it is completely in line with this scale. His feats are mental. He made Sanji look like a chump with a single nameless kick.
