Because the votes are tied and Oreki does rng for tied votes. Vote manipulation is possible but unlikely. It'll look like it if Gambit had more votes but TAC was still getting lynched anyway.
rng is being randomnized. No idea what the individual letters are
but when two players are tied for votes, hosts will usually use some type of online generator (or the Cobra method, flip a coin!) to decide who out of the two will get lynched
