I would say more of a sacrificial figurehead than an outright villain, the noble houses turned him into a spiritual battery.

The order that turned him into a puppet, (nobles houses, Royal Guard, Central 46) are the villainous elements.

I spent all of Egghead believing Teach would move on Egghead for York. Instead, Catarina touched Luffy (Catarina/Augur fed Luffy, not Kizaru), and then Saturn.

Catarina turns into Saturn, then uses his Abyss Mark to go to Mary Geoise. The Blackbeard Pirates apply the Mark to the rest of them, so they can also travel the Abyss.

Teach sets the city on fire as a distraction, then has Catarina Saturn find York. IMO the Gorosei didn't announce Saturn's death, saying a Gorosei died is a big deal; Mary Geoise doesn't know Saturn is dead. Since Saturn is the Godhead of Science and Defense, it makes plenty of sense for him to want to see York.

Bam, Teach uses Catarina Saturn to steal York; then, IMO, he swoops down to Fish-Man Island using the Abyss, as well.

Catarina turns into Luffy, since she touched him in Egghead, and infiltrates the Ryugu Royal Palace, then tries to steal Shirahoshi.

IMO Teach will get York, but fail to get Shirahoshi.
