That makes no sense given what Shanks stated agenda is. And we know the poneglyph aint with the Holy Land.

I feel like the reason Gaban having CoC is not made 100% clear with a statement from a character is because Oda wants to keep it somewhat ambiguous to not spoil the fact Sanji will get it. He didn't try to hide it with Rayleigh because he needed to introduce and explain CoC (and haki in general) properly, and it wasn't yet too obvious that he was Zoro's parallel anyway. But Gaban being Sanji's parallel has been clearly established through Luffy's statement and the "Minister of Love" thing. Oda wants Sanji CoC reveal to be surprising and impactful, so maybe he'll only confirm Gaban used it after Sanji unlocks it.

Even at the end of 1148, it looked like CoC but the trails were rather small on purpose

Oda knows what he is doing, he shows its CoC visually but he doesn't make anyone explicitly state it or show fodder fainting

It doesn't fit his disposition at all. He is a true strategist-type, he is not a brazen willful leader and does not have those characteristics. As we see with Gaban, Rayleigh, Zoro, CoC is not about being a captain, underlings can have it if it suits their disposition

The only thing I can presume that makes it work is that Gunko IS IMU's main body and so her being on a mission rather than back at MJ is a problem if shit is REALLLY BAD

The only difference between Sommers and Guunko is that Oda protected her from getting negged by Gaban, and now she’s possessed by Imu. Otherwise Guunko and all her fellow Holy Knights like Garling and Saint Shanks get negged by old legends.

Honestly, besides chadmiral fans getting yet another win, Weach fans have a good reason to feel vindicated about the hype they place on the only actual pirate in the manga – turns out having direct scaling over an old legend is quite a luxury these days
