Yonkou lvl is his floor with the resume above. Unless you are strictly talking about Old version of Gaban, but even then he's still around that mark given what we've seen from guys like Rayleigh and Garp.
Clearly, Gaban has top-tier portrayal. My point wasn't in reference to Gaban's portrayal, it was in reference to the posts saying FS + ACoC must mean you're X level. 1010 Luffy had FS, ACoC, ID CoA and a strong DF yet still wasn't even top-tier, hence my point that the toolset alone doesn't tell us much about a character's strength.
I doubt Gaban was much weaker than Rayleigh - I'd place Prime Rayleigh next to Shanks and Prime Gaban next to Kizaru. I'd say old Gaban is either the weakest top-tier or the strongest in-betweener. Gaban was bloodlusted from the get-go and even hit Sommers with two major sneak attacks, one of them cutting off his hand. Still, you could class the fight as low-diff. Once base Zoro got serious, he dealt with Lucci even easier, who should be at least on the same level as a regen-less Sommers. Base Zoro certainly isn't a top-tier, which means your average YC1 level characters get low-diffed by in-betweeners and above.
Gaban also essentially admitted inferiority to Loki, however strong Loki is. Gaban receives
similar portrayal as the other old legends, but no matter how small the gap, he was weaker than they were in his prime, so he's still weaker than they are now. Thus, where old Gaban lies on the tier list depends on where your cut-off is. From what I saw of Garp and Gaban, I'd say Gaban wouldn't push Garp past high-diff and Garp's already weakened to the point that he's being matched by a nigh fruitless Kuzan. Gotta draw the line somewhere, and I think old Gaban is gonna be the border for a lot of people.
