Koby evacuating the civilians could have stopped him from using his ability just like it'd fuck over Moria and Big Mom since they wouldn't be able to absorb the souls/lifespans of the people nearby for strength

Why give someone with no importance to the story a fleshed out appearance?

You can read Wanted if you want to see his non shillouted appearance including him here was just an Easter egg for eagle eyed fans to spot
