- Akainu went extreme diff with an admiral lvl character after 10 days equal fight, when Xebec killed one potentially in his twenties and thus Killing the Akainu/Admiral agenda

- Akainu and Aokiji are stronger than other admirals, and thus Admiral fans Killing the admiral agenda in favor of Akainu / Aokiji

- Past his prime Akainu somehow became stronger after the timeskip

Easy solution. Xebec was simply that strong. He was never a warlord or an emperor. His strength is not tied to these titles, that's why it fits to give him this feat. Oda is clever with these things.

He'll now have us speculating how that particular Rocks that killed an Admiral compares to the current Top Tiers, but to reach your conclusion presupposes that we know how strong "Rookie" Rocks actually was.

Kizaru is comparable to Fuji and Ryo. There’s no point trying to push him with Sakazuki and Kuzan anymore.

Kizaru just got left behind just like Tsuru did compared to Fleet Admiral Sengoku and Wild Dog Garp

One Piece is a shonen so we're used to a MC that started weak as fuck and then become hundreds of time stronger over time but I don't think secondary characters always follow that growth rate
