Easy solution. Xebec was simply that strong. He was never a warlord or an emperor. His strength is not tied to these titles, that's why it fits to give him this feat. Oda is clever with these things.

He'll now have us speculating how that particular Rocks that killed an Admiral compares to the current Top Tiers, but to reach your conclusion presupposes that we know how strong "Rookie" Rocks actually was.

Oda has no issue feeding an admiral to a character when they deserve it, so we can finally admit yonko Luffy went all out on Egghead and his pathetic performance was due to his lack of strenght and not some imaginary nerf? Rookie Xebec > generic admiral > Yonko Luffy ~ Prime Kaido

Oda wanted to say hey this guy is very obviously something special, not your average Yoncuck fodder so he gave him an unprecedented feat for the pirate world.

There were no Emperors/Warlords during that era so Oda chose to sacrifice an Admiral to establish that young Rocks was a beast.
