If Usopp's story was important to Oda, the writing would reflect that.

I have no doubt it once was of major importance, but considering the fact we're 1156 chapters in without anything resembling a real conversation about where Usopp sees himself relative to his dream, his father, Shanks, Luffy and how all that - it's not even worth getting into just how poorly developed Usopp is.

Pre-skip Usopp was phenomenal.

Post-skip Usopp is a bad impression of Buggy.

Oda does not give a shit.

Usopp is fine the way he is. He's not one of my favourite characters but his cowardice is entertaining. Tbh this is one of the things I like about One Piece, that characters stay pretty much the same for the whole story.
Well actually he doesnt stay the same. Alabasta, water seven, ennies lobby were peak Ussop. He showed some amazing brave moments back then. Then after timeskip, despite the 2 years training, he become even more coward to the point of annoying. Dressrossa was the worst.
