I don't think Xebec thought any of his subs were integral to his ambitions.

Luffy believes he needs the Wings to be a competitor for the One Piece and Pirate King title.

Those match-ups are probably right for the most part. I'm hoping for a good axe fight, and Silver Axe has an insanely cool design. It appears he has the same DF as Urouge.

We already saw Xebec's second and third strongest in elbaph ( WB and Shiki )
But i think WB will fight Garling, so Shiki and his "Equal" are left for Ray and Gaban

Most likely those 2 scrubs probably faced some Holy Knights or the weaker members of Rocks crew like Whang Zhi and Ganzui
