An emperor title is about the threat you pose to the WG and Marines, strongest is a qualification of your strength as an individual.
Given this metric, on the scale of THE PLOT and THE WORLD i would say that emperor is more important because it shapes the narrative and how your presence affects the world.
The Strongest title is a statement of truth, you are the strongest, but as we saw mihawk was barely affecting the world around him preferring to chill.

Imo being a Emperor is harder as you have to do way more than just be strong. Wss can put you over a yonko individually so it's a stronger title but the Emperor title has way more influence.
