Form what we can tell he was a top tier with advanced CoC, and based on his clash with Rocks, he was at least top 3 during that era–only behind Rocks and Roger. Not many people can kill a guy like that, especially since giants live much longer than humans, so by the time all his equals were old and dying he was in his prime. So what really happened to him, like really? From the one panel of Loki's flashback we can DEDUCE that Imu turned him into a monster using his powers. But if Imu can do that to top tiers, then why stop on Harald, why not turn all Imus' enemies into monsters he can control? If we assume Imu personally killed Harald by taking over some random giant's body as host, then why can't Imu kill other top tiers? You see, this makes no sense, Oda is digging a giant (no pun intended) plot hole for himself in Elbaf.

No it isn't as simple as "top tier is top tier", Ryokugyu is getting absolutely shit on by Xebec, like hands in pockets one shot diffed, there are levels to top tier.

Firstly, there is No Confirmation that Harald was turned into a Demon,
His Size was Normal + His Soldiers could Hurt him + No Wings shown + No Fangs Shown + His Weapon didn't Change ... etc
The Only thing that look Different about him is that Horn, but this isn't the First Time Oda tries to Trick his Readers,
It could simply be Explained by Harald deciding to Wear Horned Helmet, especially when there is Nothing else Unusual about his Appearance,

Also, if Harald did indeed Join Holy Knights/WG (Either as Official Member or an Ally) then He doesn't really need to be turned into a Demon,
Actually, We have never seen anyone who works directly for Mary Geoise/Imu turned into a Demon the way Dorry/Brogy Look, instead They might have Yokai Zoan Transformations + Abyss Mark,

Dorry & Brogy were Demonized to become Kings of Elbaph, meaning They don't join Celestial Dragons the way Loki for example was Invited to become a Holy Knight, so what Imu done recently is meant for those who are meant to remain at Sea, not those who are Fit to Rule from Mary Geoise directly,

Actually, the Fact that Dorry/Brogy & Loki were Handled differently, proves that "Only" CoC Users are Worthy of joining Celestial Dragons if Imu approves of them, and it's Safe to assume that CoC Users are Immune to Domi Reversi, in other words, CoC Users = Only Candidates to Replace Imu, (After all, Imu himself is a CoC User too, and so are his Gorosei)

Tbh seeing how Imu might not be a Fighter, and assuming his Powers don't work on Haoshoku Haki Users, then it explains why WG doesn't like to Directly deal with Adv. CoC Users, They allowed WB & BM to become Emperors, They sent Harald to deal with Xebec, They don't bother Rayleigh who lives Next Door, They abandoned Attacking Wano cuz of Ryuma, They allowed Garp & Sengoku to lead Marines, They invite Loki to join Holy Knights, They never try to dethrone Kaidou ... etc

As for Harald's Case, don't forget that Imu's Target has always been "Elbaph Army" who conveniently All Died during that Flashback,
And it's implied that Harald Failed his Mission, as in what? He Failed to convince his Army to Join WG? You can see from this Flashback that They always knew He wanted this & No One rebelled against this Idea,

Imo Harald's Failure = He Betrayed WG (Hence why He wore Horns again to indicate that Old Harald is back), but Someone Hidden plotted against both Harald & WG, someone who made sure not a Single Soldier remains Alive (No Witnesses),

I suspect Shamrock tbh, because He could have Fooled them by pretending to be Shanks (This is why Oda for example made sure to add those Two Soldiers when Shamrock & Gunko arrive, just to tell us that Shamrock is mistaken for Shanks by Elbaph Soldiers)

The only thing we know for sure is that Shanks and Gaban sensed a strange haki inside the castle on the fatidic day, so it could've been Garling, Shamrock or even Imu themselves. We still don't know about Garling's and Shamrock's abilities, they might even have mind manipulation abilities, akin to Aizen of Bleach (e.g.: they could've made Harald look like an enemy, so the soldiers would skewer him).

Sure, Garling taking down Harald would make sense, but it wasn't implied by that one panel, everything we know so far implies he was taken down by Imu"s powers.

The Holy Knights seem shocked and disappointed that he was killed, so them being responsible is unlikely

Maybe imu, but is imu the type to go on a side quest just to kill Herald who has far as we know didn't know imu existed

The best answer imo to who killed Harald is the Elbaph Elders

With Harald dead, Hajrudin a bastard and Loki framed for Haralds murder that leave Elbaf elders with majority of control over the country

There could easily be stipulations or limits to Imu's ability- like Harald making a contract with the WG that inadvertently makes him vulnerable to possession, or joining the Holy Knights to let Elbaf become a member of the WG.
