Pirate king is the one with the most freedom. For pirates like luffy roger its the ultimate goal. But roger was far more succesful as a pirate than xebec bc he actually achieved his goal. Xebec never ruled the world, Imu did and still does. Both goals are extremely hard to achieve though. Much harder than just being the strongest man/creature or swordsman.

Xebec was a pirate who no longer wanted to be a pirate; his goal was political power, tyranny over the entire world.
IMU is at the opposite end of the pirate spectrum: a nexus of power who stays in a single place, no excitement in new places, no freedom to do as he pleases, only ordering massacres to maintain a power that derives him no personal joy.

Thats all true, xebec was still a pirate in the end of the day and so he would never rule the world as imu did. He wanted to be in the spotlight, revered my many and ruling from the shadows would be boring for him.
But actually only the pirate king can overthrow imu bc only he knows how to actually use the ancient weapons and only a he can hear the voice of all things. Roger pirates learned everything about the world through one piece. There is no evidence of xebec ever acquiring such knowledge or such power. Having powerful crewmates is one thing but destroying a millenium old near omnipotent being with a legion of immortal servants+the admirals is another.
And i wont even mention the fallacy in xebec's plan. To actually believe he could overthrow imu by creating an empire greater than his/hers is deluded at best. Imu had 800 whole years to build the world goverment in its current form.

Although it isn't the hardest dream of all, it's one of the hardest without a doubt. You need to be able to get the Road Poneglyphs from two Yonko (Kaido and Big Mom), plus get two other "lost" Road Poneglyphs (Zou's and Hinokizu's). You'd need to be at least emperor level in terms of strength and still have the luck or charisma (e.g.: get friendly with the Minks) to get the hidden poneglyphs.
Just a side note: Luffy's goal was never becoming the Pirate King, it's just a mean for his actual unknown dream (btw, Roger's dream is hinted to be the same, so he never managed to achieve it actually).
