I do think based on the complexbrowser scans that these guys were promoted from the remnants of the Ousen army, they may have been close adjutants of the prior generals and so their strength would make sense that’s the case.
Ousen was lucky as f*ck that enough talented guys survived to serve as generals, considering he lost almost his entire army. I guess only the fodder died, huh?

I imagine a lot of “fodder” are much more knowledgeable and skilled than we think. For example Akou probably had men her served under him for years, and all generals probably have that as well. An elite fodder who has served alongside Akou for years, who also receives special training from Ousen could reach pseudo-Akou level.

Shinshou was 100% that given his early appearance. As for the rest of them I'm not sure.
Keep in mind that Sou'ou doesn't say they were kept dormant in Ousen Army. He just says "the army" which could be interpreted as overall Qin Army. I have a hard time believing all those guys were at Hango when we were told Ousen lost almost everything.
