Harald wanted to leave behind the times of pillaging and violence towards other nations. In his eyes, allying with the WG and becoming a member state was necessary to achieve this goal BUT the WG never saw it that way, to them Elbaf's war like strength was an asset. It is weird that even though he has been king for so long and pirate even before , made a trip to the mariejois and got put on fire by WG, gets warned by rocks about being turned into a slave if caught, noticed celestial dragons and their attitude, has friends and ally kingdoms who knows the way of the world, has seen some live brutally of marines to his allies and still he doesn't have a proper idea about what manner of being WG are ? He spends his time outside of elbaaf more then he spends inside. He should have had more then an inkling about what he was dealing with.

It seems he was willfully blind.

Xebec was a much better option then wg. The biggest difference we ourselves see in this arc. Though xebec is an asshole he never tried to kidnap loki and escaped with him to force harald to join him. He actually stopped him from following him(in his own weird brutal way). In this arc we saw gunko having no issue taking gabans son hostage to get her job done. Xebec would treat harald like a partner rather then a hired mercenary which he is currently getting treated as.

I’m assuming the thing Garling is saying Imu would like is the mother. Imu seems all about kidnapping women, from Vivi to Shakky to now this red haired woman. So Garling found this mother and two kids and put up the kids as prizes for the God valley and gave the mother to Imu.

Shanks therefore has no celestial dragon blood, right?
