My point is, Koby right now is too heavily reliant on portrayal. And portrayal can get you far (Imu is the second strongest in the verse mainly off of pure portrayal) but I'd really like it if he had some feats.

Koby was trained personally by Garp and we know training with a top tier can make you jump several tiers, i.e Luffy being trained by Rayleigh and becoming YC4-YC3 level over the span of 2 years.
Given Koby was trained by someone very slightly above Rayleigh, it makes no sense that he didn't come out of the timeskip around the same level as Luffy. I hope Oda reveals that, during the Rocky Port Incident, he took down a few level 6 escapees that took refuge in Hachinosu to escape the WG.

He isn´t that guy and never will be. Lucci is a monster and a famous prodigy of cipher pol, who nearly defeated Luffy, and was schooling strawhats before that. Koby got one shot by Luffy low diff.

Lucci returns to the timeskip with level 6 prisoners taken down, and awakened DF and an attitude where he doesn´t even recognize Luffys status as a Yonko. Koby has a fraudulent hero title, muh spread and muh parallels, all of which doesn´t let him beat Hancock or any strong BBP 1v1.

Koby will never be more of a rival to Luffy then Lucci was, pushing him in the most iconic fight of the manga.
