It’s because Zoro and Sanji became significantly stronger than their opponents in the course of those fights.

While Luffy just barely surpassed his opponents in WCI.

My point is, Koby right now is too heavily reliant on portrayal. And portrayal can get you far (Imu is the second strongest in the verse mainly off of pure portrayal) but I'd really like it if he had some feats.

I wish Oda handled him with more care. He said Lucci took down some level 6 escapees and that's how he became a CP0 member, but he couldn't do that for Koby?
Koby was trained personally by Garp and we know training with a top tier can make you jump several tiers, i.e Luffy being trained by Rayleigh and becoming YC4-YC3 level over the span of 2 years.
Given Koby was trained by someone very slightly above Rayleigh, it makes no sense that he didn't come out of the timeskip around the same level as Luffy. I hope Oda reveals that, during the Rocky Port Incident, he took down a few level 6 escapees that took refuge in Hachinosu to escape the WG.

Koby will never be more of a rival to Luffy then Lucci was, pushing him in the most iconic fight of the manga.
