Kuzan would only be stomped because Primebeard has the best counter to his fruit, if he fought someone equal to Primebeard like Garp or Roger he'd push them to a high diff or so.

He could. Just not by the means that were sufficient for said commanders. It's not like ice time is the extend of Kuzan's powers. He covered a magma man in scars using ice/cold, while passively turning his side of the island he was fighting on into frozen wasteland with permanently changed climate. Doffy breaking out of the ice doesn't diminish Kuzan's power level.
A toppi roppo escape Kuzan's casual ice by transforming. It wouldn't work on Oven at all. DR Base Luffy and Chinjao can get out if CoC is what Mingo used instead of his DF.
It doesnt mean Mingo is stronger than dudes who lacked specific powers in that moment lol. Ice Time is instant freezing and requires Kuzan touch you like with Jozu.

And like I said before, if Kuzan was really trying to defeat him there he could easily just use the punch that matched Old Garp's ACoC infused punch and knocked him on his ass. If that hurts Old Garp who was likely defending with Armament, imagine what it'll do to someone several tiers below him.
