Well yeah, Akainu and Kizaru weren't born into their position, Garling was.
Garp,Roger and Rocks were all stated to have been running the era 44 years ago iirc, when at that point Garling had nothing to his name. Roger and Rocks have fame from even before that, with Brook recognizing Rogers name from iirc, 50 years ago ish, and Rocks starting his career after killing an admiral 57 years ago. Garling has never really been someone mentioned as among the old legends either. He could have peaked in more recent years, even if he did allegedly scar WB(which I don't really believe, but for the sake of argument) it could have happened many years after GV.
That's not true, because not all characters peak at the same age. Even if Garling was Roger/Garps age, it's possible that losing to Rocks is what inspired him to train more and reach top tier level, when previously he was just thinking he was the shit like any other CD. Plus, the difference between Garling and those other characters is his role in the story isn't done yet, while the rest won't really be in any fights aside from this FB.

Honestly the more you think it about the more and more of an insane antifeat it becomes tbh. Replace Garling and Xebec with any other top tiers and imagine the situation.
Like idk imagine Aokiji having an ARMY OF DEMONS WITH HIM and then getting washed by Kaido or something.

but Xebec ultimately defeated Garling and the Demon Army
seems like there was some struggle on Rocks' part

I knew Rocks’ style of swordsmanship reminded me of something but I just couldn’t put my finger on what

Unless we get Imu showing himself fully it doesn't qualify.
Also people are forgetting quite a few things. No character in the flashback should know o the HK weakness to ACoC or its specific application to counter regen so them not defeating a HK should not be held against them.
Kaidos top 5 are for pirates, leaders of their own organisations with great individual strength. If we are going just off strength then obviously Garp should be there but he wasn't or maybe Kaido never witnessed Garps full power and hence doesn't rank Garp that high.
People hoping for a detailed fight will not have their expectations fulfilled, this is a flashback meant to give context and hype the current enemy.
