Despite all the elders, Holy knights and whole navy at disposal, IMU appearing himself to fight Xebec shows how much serious of a threat Xebec is for IMu.

I mean IMU didn't appear to defeat Roger when he became PK
He didn't appear for WB or Kaido or BM when they rose to their peak.

But he showed himself to fight Xebec despite he could have simply let elders or Navy do the work.


One can argue that Xebec is in different league.. but, I would add it has to do with him being a Davy as well.

This shows why IMU only marked 4 people because they all carry some important legacy
