That's the point lol. He exploits chaotic situations to get on top, and will sometimes even end up getting humbled when he does something too crazy. That's what makes Teach somewhat unique.
Given the fact that he knew to blackmail Imu with hostages of the 5 kings(which is dumb, btw) isn't the implication that he already knew there was some world ruler hiding in the castle anyway? Not that it matters, since it doesn't seem like Rocks told anyone about Imu anyway.
Rocks spent enough time in the flower room for Gunko to attack him with arrows. The fact that she didn't is objectively out of character, since we saw her do the same to Sabo. And the problem with the 5 Gorosei remains. They just weren't notified about the chaos of someone kidnapping Kings for whatever reason. And knowing these 5 have teleportation, they were cool just letting Rocks travel the world and recruit a crew for over a decade, lol?

Ngl, I have to agree with @TheAncientCenturion : Oda is really terrible at writing good threatening villains ever since WCI. The issue is he introduces a new powerful or already existing group but then uses them as hypetools in the moment when they are supposed to show why they are feared like that.
As much as I find it funny how Garling got wrecked, this guy was the leader of the Holy Jobbers in God Valley - the same rank like Shamrock whom presumably was near Shanks level, yet he got low diffed despite having a whole ass demon army on his side. Sure, it means Xebec is too powerful but Idk...

The Roger art? They said Roger scarred Whitebeard? Or that Roger said Garling scarred Whitebeard? I'm so confused lol. It's even more confusing as Whitebeard didn't have his scars at Wano AFTER God Valley IIRC unless Oda retcons that too?
For all we know Shamrock could have scarred Whitebeard at some point or Garling seeking revenge later? Idk anymore though.
I remember when some of us used to think Xebec would be Shanks' father ironically and thus the one to scar Whitebeard.

Oden and Shanks are Oda self-inserts... That's why you can make the argument that Oda self-insert >>> PK level.

Shanks will never be "side" anything, because it's Oda himself reincarnated in the story
