This entire thing is hype for a character Rocks who is dead GODA 
@Blackbeard do you still believe in that theory of Xebec being inside Teach or something on this line?
Theory: we know from Elbaph and Tama that Linlin inherently hates child abuse, and, when in "Mother Mode" wants to protect children.
Top Tier line for a Big Top Tier:
"Don't you know... that even in the cruel world of pirates... THERE'S STILL A CODE OF HONOR?!? YOU CLOWNS!?!"
It's entirely possible Big Mom was talking about an actual Code of Honor Pirates adhere to (we know from Davy Back Fights there is some general law around Pirates; we also know this from Teach breaking the #1 rule you shouldn't break, killing your Nakama).
Even if she wasn't this is how Linlin views the world: Big Mom was trying to steal a Fruit from Iva, not kill Iva.
From the Official Translation of 1096:
Iva: "Eat the Fruit, Kuma! And save yourself! We just need one survivor! And then, we've won!"
Kaido attacks Linlin right after this, it looks like, as the chapter says she's still near the Cargo Warehouse the Fruit was in.
I think Linlin will ask Iva-sama what they mean by "survivor", and then realize the Human Hunt that is occurring.
Keep in mind Newgate said these hunts were viewed as baseless rumors:
Once Linlin realizes the Celestial Dragons are murdering children for sport, she's going to RUIN THEIR LIVES.
We're about to see SERIOUS pissed off Charlotte Linlin ruin some God's Knights.

Let's not forget, Oda embarrassed and dehyped the villain behind an entire saga, in the middle of his own arc, before the fighting even started. For Oden of all people. Not just a dead flashback character, but an underling dead flashback character, not even a top guy.
When Oda has a choice between the dead flashback character and an upcoming villain who can use the hype, not only does he choose the dead character, he does it in embarrassing fashion.
Garling's best bet was never running into Xebec, the outcome couldn't be more obvious (though how onesided it was is still pretty shocking).
Next stop is Imu getting embarrassed by Joyboy in a flashback before he gets to fight in the current story.
