Which came right after these exaggerated statements from (relatively) weaker characters like Garp and Sengoku

It is like Mihawk is calling that bullshit and saying lemme see what the hype is about and he sent a casual one of his weakest attack, as weak of an attack as he could send and Whitebeard incapable of blocking that used Jozu.

It is basically a confirmation that Mihawk is significantly stronger than Whitebeard at Marine Ford.

It also soft confirms Mihawk > Prime Garp and Prime Sengoku as they see Whitebeard as "We have angered King of Sea" "GET READY!!1 THE STRONGEST IN THE WORLD IS ATTACKING US", Mihawk sees him as just another big rabbit.
