it did actually fail which is one of the things that makes me most convinced the entire fanbase is illiterate. there's like a whole scene with law and kinemon and the straw hats planning the raid and they go over all the details of what makes the raid the raid, what the exact specific plan is. it's all about the small numbers. it's stealth. we can't let anyone know we're here. we got disguises. we sneak in and sink the boats so nobody sees. we all split up and 2 groups go in as distractions for the troops while law and the scabbards go around back. the whole plan is to kill kaido in a sneak attack before anyone notices there's an actual invading force on the island. they specifically use the words "we don't want this to turn into an all out war."
when this scene happened the raid failed. that's what the raid failing means. when kaido didn't instantly die from kawamatsu attacking him, and all the disguises broke, and everyone started actually fighting a war where people died, that's the raid failing.
