Why wouldn't Doffy get a bounty even higher in Croc's position? He was consistently portrayed as a superior version. Ruling in the new world while Croc was ruling in paradise (and not even to the extend Doffy was being the official king), conqueror vs non conqueror, crew consisting of people with superior fruits (Ton > Kilo, Weapon > Blade, ...).

Because Doffys a career subordinate and he’s hard capped under old Tsuru.

It really does show the level of difference in Imu's regen and his subordinates, Garling was complaining about how his wounds from Rocks were slow to heal same with Sommers and Gaban while Saturn got fucked up by a 20% HP Kuma, meanwhile Imu eats 5 ACOC attacks( i doubt Kaido's was one) and heals near instantly.
