We should know by now that good and evil is ambiguous. The marines are literally mindless soldiers falling to the Celestial Dragons command. They are committing mass murder and the marines are like "don't look, just obey orders". Kuzan as a marine had way more integrity. And given Garp asks Kuzan to return, him joining Blackbeard isn't a disqualifier to coming back.
