I guess just Whitebeard, Kaido and maybe Shiki were loyal to him. That's about it?

I don't think this diminishes Whitebeard's character by the way, we knew he was a crewmember in his youth and his honour/bushido based persona fits here.
The only thing diminishing Whitebeard's character here is Shakky simping.

But yes, if WB wasn't under Rocks, I think Oda would've written him being more evil.
There is no way this dude is now Blackbeard's parallel lmao. Blackbeard is more slimy and evil. Rocks turned out to be a more of "good guy pirate" figure like Roger, WB, Shanks etc.

The issue is WB is not in his 20s he's in his 30s here. I can't just chalk it up to youth.

WB ain't Oden to me. Ray was introduced as a right hand man. This is different.

Anyway, Roger and Garp are ~ 40 at GV, so Xebec should be ~ 50. I would bet on ~55 since that tends to be the the age of narrative prime for quite a lot of top tiers (Roger, just to say one). So, 40~ at Marijoa.

Also, Xebec objectively looks way older that 20 at Marijoa (if he was of the same age of Roger, he would have been 21 at Marijoa). And Xebec wasn't 20 at Marijoa lol, even though I shockingly saw people saying he didn't look older.
And he didn't even look mid 20; he looked 30 at least.

There are other considerations, but these are the most relevant.

I personally would bet on Rocks being in his late 20is at Marijoa.
100% sure not less than that.

I swear this prime is ridiculous at this point. Fair for kaido and big mom, but for example I don't understand why the Fandom has for some reason accepted this notion of WB not being in his prime. Design, fruit, hakis, and his showings points out that he is indeed at his peak strength.
He doesn't lack anything, and this bushit that he became stronger as a captain for changing towels to Marco its hilarious.
Confirmation bias at his peak, people just can't accept that their conception of WB as the rival of Roger was shattered, Garp is Roger actual marine rival and Rocks his pirate one. WB is still an exceptional individual, clearly a cut above Shiki and the others, but he is like a step above Ray and the others, while still not exactly reaching Garp, Roger and Rocks, that's the narrative and portray suggestion.
